my opinion on the desirability of amending Ordinances
of 1895.
14. The War Office letter of 28th April, 1896, No. 083/3340 is apparently written under a
misapprehension of the nature of the offence committed by the two Russian Officers for they
had made no sketches
of Kowloon or Dock Battery
near which they
were apprehended and I do not
think
